Chavez's return to Cuba for treatment rattles Venezuela
CARACAS/HAVANA (Reuters) - Venezuelan President Hugo Chavez was back in Cuba on Wednesday for cancer-linked medical treatment that revived questions about the viability of his socialist rule and left Venezuelans again guessing about his exact condition.
After weeks of scarce public appearances, Chavez, 58, announced in a letter on Tuesday that he was going to Havana for therapy known as "hyperbaric oxygenation" - a method used to reduce bone decay caused by radiation therapy.
In Cuba, Chavez enjoys the friendship of past and present Cuban leaders Fidel and Raul Castro, plus guaranteed privacy on the tightly controlled Caribbean island.
Venezuelans, who have been endlessly speculating about Chavez's cancer since it was diagnosed in mid-2011, were not sure what to make of the latest twist - debating whether it was normal post-radiation treatment or a serious downturn.
"I really don't know what he has," Chavez's cousin, Guillermo Frias, told Reuters from the president's rural hometown state Barinas. "But anyway, I always pray for him every night. I stop at a shrine on the corner and always remember him.
"I hope he recovers fine. I'm sure he will. The election campaign was tough for him. He went too far."
Though he had declared himself cured, Chavez appeared exhausted at the end of his successful presidential re-election bid in October. He later admitted radiation had taken its toll.
"INVISIBLE MAN"
The normally garrulous and omnipresent leader has made only a few, relatively short public appearances, mainly on state TV, at his presidential palace since his victory on October 7.
One opposition newspaper dubbed him "The Invisible Man".
Unlike multiple past trips to Cuba, during treatment for three operations on two tumors in his pelvic area, state TV did not show images of Chavez departing or arriving this time.
Chavez has open-ended authorization from Congress to travel, but aims to be back at least for the January 10 start of his new term, if not for a couple of regional summits before.
His absence leaves newly appointed Vice President Nicolas Maduro, 49 - a former bus driver and union leader - in a prominent position amid speculation among Venezuelans over who could replace Chavez should he leave power.
Congress head Diosdado Cabello, a former military comrade of Chavez, is also often touted as a possible successor to lead the ruling Socialist Party. Under the constitution, an election would have to be held if Chavez were to leave office within the first four years of his new six-year term.
Chavez's return to Cuba overshadowed the buildup to state elections in Venezuela on December 16, where the opposition aims to overcome disappointment at their failure to win the presidency.
A prolonged absence by Chavez could potentially postpone major policy decisions, such as a widely expected devaluation of the bolivar currency after heavy pre-election state spending.
BONDS RISE
The hyperbaric oxygenation therapy, or HBOT, he is due to receive involves breathing pure oxygen in a pressurized chamber.
In addition to the bone-weakening side effects of radiation on cancer sufferers, experts say HBOT is used to treat conditions including infections, abscesses and decompression sickness - or the "bends" - that can afflict deep sea divers.
Nelson Bocaranda, a prominent pro-opposition journalist, said Chavez had been suffering intense pain in his bones and waist area of late, forcing him to rest and take painkillers.
In his widely read "Rumors" column on Wednesday, Bocaranda published a supposed medical report from Havana's Cimeq hospital, with a relatively uninflammatory diagnosis.
"It is a matter of giving him therapy for pain and stabilization so he has a better quality of life," said the report, which could not be confirmed.
"His physical state is normal; loss of weight reasonable; high tension constant; abdominal nausea and pains; good emotional state but with variable depression; tolerable pain thresholds and reaction to treatment applied. He's rested in recent days and had little pressure from government functions."
Information Minister Ernesto Villegas said the president was receiving "complimentary therapy" and that no one should worry.
"There are many people who live as if in a soap opera, where no one goes to the bathroom, no one gets flu," he told state TV. "Chavez is a human being and he also gets sick."
Opposition leader Henrique Capriles, who ran against Chavez in the presidential poll, sent him best wishes for a "long life" but also urged greater transparency.
"Nobody wants to play the rumor game," he told reporters. "Venezuelans should be told with total transparency what the situation is, what's the extent of this treatment. That's the way it should be in Venezuela and how it is in other countries."
Given investor hopes for a more market-friendly government, Venezuela's widely traded bonds rose for a second day.
The benchmark Global 27 bond and state oil company PDVSA's closely watched 2022 bond were both at year-high prices of $93.44 and $111.75 respectively.
"If we reference the past price action to treatments in Cuba, there was a pattern of buying on his departure to Cuba and selling on his return to Venezuela," Siobhan Morden, managing director at Jefferies & Co., said in a research note.
On Venezuela's streets, there was both solidarity and skepticism concerning Chavez's situation.
"That man doesn't have anything. He was never sick," said motorbike taxi driver Omar Rivas, 55, surmising that the health saga was a ploy by the president to win public sympathy.
Teacher Ana Maria Garcia, 26, had a kinder reading: "I don't understand what he has, but I hope he recovers quickly. He's a winner."

REWRITING THE RECORD BOOKS:
Taylor Heinicke put his name all over the game passing records in the week one win over Duquesne.
- Heinicke's 492 yards passed the previous high of 407 yards by Thomas DeMarco at Monmouth on September 25, 2010 and his previous high of 373 against Richmond back on November 5, 2011.
- Heinicke's 41 completions passed the previous high of 34 which he had set against Richmond on November 5, 2011.
- Heinicke's 63 attempts replaced the previous high of 57 attempts made by Thomas DeMarco against Cal Poly in 2010 and his own previous high of 47 against Richmond on November 5, 2011.
- Henicke also set school mark with 530 yards of total offense (492 pass, 38 rush)? with a record 74 plays.? He surpasses his previous record of 421 yards of total offense against Richmond back on November 5, 2011 and the previous high of 73 plays set by former Monarch Thomas DeMarco against Cal Poly on October 9, 2010.
In week three against Campbell, Heinicke found another place to put his name.
- Heinicke reset his own school record for touchdown passes in a game with seven in the victory over Campbell. Heinicke surpassed the previous record of five TD passes in both of last year's playoff games vs. Norfolk State on Nov. 26, 2011 and at Georgia Southern on Dec. 3, 2011.?
- The quarterback's passing yards were the 10th-highest total in CAA Football history, while his seven TD-passes were one shy from equaling the league mark last done in 2004.
Then in week four against New Hampshire in the CAA Opener, the ODU, FCS, and Division I record books blew up.
PASSING YARDS IN A QUARTER: Heinicke?s 293-yard fourth quarter eclipsed the FCS record of 284 set by Western Illinois? Sam Clemons in the second quarter versus Indiana State in 2001.
PASSING YARDS IN A HALF: Heinicke?s 480-yard second half dismantled the FCS record of 383 set by Marshall?s Michael Payton in the first half against VMI in 1991. The Division I record is 517 by Houston?s Andre Ware against SMU in 1989.
PASSING YARDS IN A GAME: As noted Saturday, Heinicke?s 730 yards bests the Division I record of Houston?s David Klingler, who threw for 716 against Arizona State in 1990, but just misses the all-division record of 736 by Sam Durley of Eureka College (DII) in a 62-55 comeback win over Knox College earlier this season. The FCS record was 624 by Weber State?s Jamie Martin against Idaho State in 1991. ??
PASSES IN A GAME WITHOUT AN INTERCEPTION: Heinicke?s 79 breaks the all-division record of 77 set by Justin Peery of Division III Westminster of Missouri against MacMurray in 1998. The Division I record of 76 was shared by Eastern Michigan?s Andy Schmitt (versus Temple in 2008) and Houston?s Case Keenum (against UTEP in 2009).
TOTAL OFFENSE IN A QUARTER: Heinicke?s 293 yards in the fourth, all through the air, breaks the FCS record of 278 set by Mississippi Valley State?s Willie Totten in the second quarter against Kentucky State in 1984.
TOTAL OFFENSE IN A HALF: Heinicke had 496 after intermission (480 passing, 16 rushing), lapping the FCS record of 404 set by Stephen F. Austin?s Todd Hammel in the first quarter against Louisiana-Monroe in 1989.
TOTAL OFFENSE IN A GAME: Also as noted Saturday, Heinicke?s 791 yards (730 passing, 61 rushing) are an NCAA record, besting Klingler?s 732 (716 passing, 16 rushing) versus Arizona State in 1990. The FCS record was 668 by Jackson State?s Robert Kent (595 passing, 73 rushing) against Alabama State in 2001.
Keeping Pace: If the season were to end today, Heinicke would finish third on the all-time single-season FCS charts for passing yards per game with 390.00 and in total offense per game with 428.22

Chris Burnette captured a blocked extra point attempt at Richmond in week five mid-way through the fourth quarter.? It was the first blocked PAT for Burnette who previously had denied five field goal attemps during his Monarch career.

Solo puts focus on soccer, not personal life
PORTLAND, Ore. (AP) ? Hope Solo diffused the drama surrounding her personal life as the gold medal-winning U.S. women's soccer team prepared for an exhibition match against Ireland.
"My life is great," the goalkeeper said. "My life is happy."
Solo made her first appearance with the national team since she was married to former NFL tight end Jerramy Stevens in Washington state on Nov. 13, a day after his arrest at a party for domestic violence. A judge determined there wasn't enough evidence to hold Stevens, but the matter remained under investigation.
Solo spoke after a workout with her fellow U.S. teammates at Portland's downtown Jeld-Wen Field. The national team plays Ireland on Wednesday night on its U.S. appreciation tour following a 2-1 victory over Japan in the final match at the London Games.
"It's unfortunate what the media can do to judge before the facts are out there. It's hard to see, but it's a hard truth, and it's part of life," she said. "I'm happy. I'm happily married. I would never stand for domestic violence. I've never been hit in my life."
Solo has had a stellar career with the national team, helping the team to two straight Olympic gold medals. But she's never shied from attention: From her Twitter criticism of former national team member Brandi Chastain during the London Games to appearing on TV's "Dancing with the Stars."
Police say that they were called to a disturbance at a home in Kirkland, a Seattle suburb, in the early morning hours on Nov. 12. Solo and her brother blamed a disturbance on three unknown men. Officers maintained they had probable cause to arrest Stevens because they observed evidence of an altercation, including a cut on Solo's elbow, and his admission that the two had argued, according to court documents.
The next day, Solo and Steven were married. Solo, 31, posted a smiling photo of herself with Stevens, 33, to Twitter two days later.
Stevens was selected with the No. 28 pick of the 2002 draft by the Seahawks after a stellar career at Washington. But he also was involved in incidents away from football that included reckless driving charges for crashing into a nursing home.
His best season with the Seahawks as in 2005 when he started a career-high 12 games and had 45 receptions as the Seahawks won the NFC championship.
Solo also went to Washington. The two started dating following the London Games.
"Like I said, we're happy, and ultimately that's all that matters," she said.
Wednesday's match is the sixth of the U.S. team's Fan Tribute Tour.
Jill Ellis, women's development director for U.S. soccer, is coaching the U.S. team against Ireland. Former Australian national team coach Tom Sermanni takes over the national team in January, replacing Olympic coach Pia Sundhage, who stepped down.
Ireland and the United States will play again in Glendale, Ariz., on Dec. 1 as the tour continues.

MONYWA, Myanmar (AP) ? Security forces cracked down on protesters occupying a copper mine early Thursday, using water cannons and other devices to break up the rally hours before opposition leader Aung San Suu Kyi was expected to hear their grievances.
Unexplained fires engulfed the protest camps at the Letpadaung mine in northwestern Myanmar and dozens of Buddhist monks and villagers were injured, according to several protesters. Those who fled the site emerged with burns and charred clothing on their bodies.
"Around 2:30 a.m. police announced they would give us 5 minutes to leave," said protester Aung Myint Htway, a peanut farmer whose face and body was covered with black spots where his skin was burned. He said police fired water cannons first and then fired from what he and others called flare guns.
"They fired black balls that exploded into fire sparks. They shot about six times. People ran away and they followed us," he said, still writhing hours later from pain. "It's very hot."
The government ordered protesters earlier this week to evacuate the mine by Wednesday or face legal action.
The protesters, who had set up six camps at the site, say the Letpadaung mine near the town of Monywa is causing environmental, social and health problems.
The protest is the latest major example of increased activism by citizens since an elected government took over last year following almost five decades of repressive military rule.
"This is unacceptable," said Ottama Thara, a 25-year-old monk who was at the protest. "This kind of violence should not happen under a government that says it is committed to democratic reforms."
The mine is a joint venture between a Chinese firm and a company controlled by Myanmar's military. China is a major investor and strategic ally of Myanmar, and the backing of the military is crucial to government stability.
The mine protest was clearly an irritant to Thein Sein's government, which warned it could deter badly needed foreign investment.
Opposition leader Aung San Suu Kyi is to visit the mine area around midday Thursday to hear the protesters' grievances, adding to the pressure on the government. Her visit is also bound to draw more attention to the protest, which partly due to its remote location has been largely ignored.

Chipotle Chicken and Apple Pizza From Tv Food and Drink ...
I?m a crazy Christmas whore.? At least that?s what you might label me if you were a mean person.? And even if you did, I?d be okay with that.? I?m no stranger to being called names, you know.? In fact, regularly in elementary school, mean kids would scratch out the R?s in both my first and last name on my lunch bag, then turn the ?N? into a ?K,? transforming me from Gary Green into ?Gay Geek.?? Once this happened the first time and scored riotous laughs all across the dodgeball circle, they continued with a frequency rivaled only by the amount of times they?d wipe their noses on their sleeves.? ?And they didn?t stop there.? They also called me ?Gary Green Bean? ?Gary Green Eggs and Ham,? ?Gary Gary the Human Fairy,? and my personal favorite, ?Faggot!?
Kids really can be cruel, but if I was pressed to admit it, I really don?t see much of a difference between ?Faggot? and ?Crazy Christmas Whore,? so in this particular case the kids I went to school with were less cruel than they were right on the money.? Even as a full grown man it would be hard for me to argue it, as just today I was sharing with friends at Pinkberry how I had been dieting for a week so I?d look good for the premiere of The Bachelor. Meanwhile in my head, I was silently booking thirty minutes later in the day to stand in front of the mirror and see what I?d look like with my hair parted on the left instead of the right.? Let?s be honest? a Crazy Christmas Whore is just a Faggot who?s out of season.
I?m almost positive I?m a giant grump outside the month of December. For the rest of the year if you took a shot at reading the sentiment I was presenting on my face, you?d come up with only three options: ?I?m not interested in hearing more from you,? ?Why the hell would we do that?? or, ?Well well well, look who thinks she?s God?s gift to Starbucks.?
Of course, I?ve never gone so far as to ask anyone if I?m coming off as tyrannical and disagreeable as I think, though sometimes MG calls me out for being unpleasant when we?re somewhere in public.? If I?m pretty sure he?s going to pick up the check, I agree with him.? We Gay Geeks are always thinking ahead like that.
But I?m most definitely someone you want to know in December.? I might even say hello to you before you can do it to me.? And if I?ve managed to get in at least a good eight hours of sleep the night before, it?s possible I?ll allow you to tell me what you think is currently interesting about your life and the lives of those with whom you interact.? And If I managed to squeeze in a few episodes of Dallas on DVD on top of getting those eight hours of sleep, I could go so far as to advise you to have a ?nice rest of your day? while I give you a bold ?I?m not afraid to physically connect? graze across your shoulder.? Yep, in December I?m a real cuddle bug.
This was our awesome 2011 Christmas tree. ?It?s the first and only tree MG and I have had as a couple. ?It?s fake. ?It?s plastic. ?But it?s ours! ?It doesn?t look like much while we?re inserting Branch 6 into Slot F, but once it?s fully decorated, there?s not a Christmas tree painted on any Candy Land game board in the world that can beat it.
Included on this tree are a variety of ornaments from my childhood, my time with MG and both of my cats ? the fat dead one and the skinny dead one. MG made them both for me. ?Guess which is which.Interact with me while you can, people. ?Come December 26th, MG and I will start dismantling the Candy Land Tree and wrapping the ornaments back up in newspaper and old plastic grocery bags. ?Everything in Hollywood will cease smelling like pine and go back to smelling like public transit. ?Drunk people will just be annoying and loud again.
I?ll try and endure it all with a pleasant sigh, and do my best to just keep to myself for a while. ?If you see me out somewhere, just keep walking and save whatever it was you were going to say to my until at least spring. ?Trust me. ?It?s the best thing for the both of us. ?There?s nothing worse than a Crazy Christmas Whore in January.

Investor Toolkit: The right number of stocks for successful investors ...
Every Wednesday, we publish our ?Investor Toolkit? series. Whether you?re a new or experienced investor, these weekly updates are designed to give you specific advice on investing in the stock market and other investment topics. Each Investor Toolkit update gives you a fundamental piece of our investment strategy, and shows you how you can put it into practice right away.
Tip of the week: ?Starting out with a handful of good stocks and adding steadily to them as your portfolio grows in value is the way most successful investors reach their goals.?
The right number of stocks to have in your portfolio will vary over time. The number should grow as you advance in your investing career.
- The beginning investor: When they start out, most investors have only modest amounts of money to invest. Even so, you should invest at least several thousand dollars at a time, even if this means you buy only a handful of stocks. Otherwise, your broker?s minimum commission will work out to too high a percentage of your investment on each purchase.
-
Pick at least one stock from each of the 5 sectors. At the outset, you should aim to invest in a minimum of four or five stocks. Our advice is to pick one from each of the five main economic sectors (Manufacturing & Industry; Resources; Consumer; Finance; and Utilities). If you cannot manage to buy a stock in each one, you should still look to cover most of them.
You can buy them one at a time, over a period of months or even years, rather than all at once. After that, you can gradually add new stocks to your portfolio as funds become available, taking care to spread your holdings across sectors in line with our advice.
-
Add new stocks as your portfolio?s value increases. When your portfolio gets into the $100,000 to $200,000 range, you should aim for perhaps 15 to 20 stocks. If you?re married, it?s best to treat your family holdings as one big portfolio, even if you and your spouse keep your money separate (for our advice on treating all your investments as a single portfolio see last week?s Toolkit: View the article here). That way, you can be sure you aren?t operating at cross purposes, or investing too much of the family fortune in a single area.
-
Use our 3-part advice as a guide. When you get above $200,000 or so, you can gradually increase the number of stocks you hold. When your portfolio reaches the $500,000 to $1 million range, 25 to 30 stocks is a good number to have.
Of course, you may fall a few stocks short of that range, or go a few above it, particularly when you?re making changes in your holdings. That won?t matter if you follow our three-part approach to investing: invest mainly in well-established companies; spread your money out across the five main economic sectors, and downplay stocks that are in the broker/media limelight.
Our upper limit for any portfolio is around 40 stocks. Any more than that and even your best choices will have little impact on your personal wealth.
COMMENTS PLEASE?Share your investment experience and opinions with fellow TSINetwork.ca members
Do you have many more stocks now than you had during the first few years you were investing? Was there a period during which you added a large number of stocks? Was there a period when you made significant cuts in your stock portfolio? Let us know what you think.

Judge merges lawsuits against cinema chain in Colorado shootings
DENVER (Reuters) - A federal judge in Denver on Monday ordered the consolidation of seven lawsuits brought against the Cinemark theater chain by survivors and relatives of those killed in a shooting rampage in which 12 moviegoers were slain as they watched a Batman film.
U.S. District Judge R. Brooke Jackson also set May 5, 2014, as the earliest start date that any of the personal injury and wrongful death claims against Cinemark could proceed to trial.
Merging the cases and setting a tentative calendar for the litigation came during the first court hearing stemming from civil suits accusing Texas-based Cinemark USA Inc of lax theater security in connection with the July 20 massacre.
Twelve people were killed and 58 wounded when a gunman opened fire on Cinemark patrons in Aurora, Colorado, during a midnight screening of "The Dark Knight Rises."
The suspect, 24-year-old former neuroscience graduate student James Holmes, is charged with dozens of counts of murder and attempted murder. The criminal case against Holmes is in a preliminary stage with no trial date set. He has not yet entered a plea and defense lawyers have said in court that Holmes suffers from an unspecified mental illness.
In addition to four personal injury suits and three wrongful death complaints consolidated for pretrial proceedings in federal court by Jackson, a separate lawsuit has been filed in state court on behalf of a dozen victims and victims' families.
Christina Habas, an attorney representing three of the 13 individual plaintiffs in the federal cases, told Jackson she anticipates adding additional plaintiffs.
The idea behind consolidating numerous similar lawsuits is to streamline pretrial proceedings and avoid duplication of discovery motions and depositions.
The lawsuits stemming from the mass shooting in July accuse Cinemark of failing to take proper precautions to prevent such an outbreak of violence.
The plaintiffs claim, among other things, that the theater should have had more security in place because it was aware of previous crimes in or near the multiplex, including "assaults and robberies" and at least one gang shooting.
Cinemark has filed a motion seeking dismissal of the lawsuits, contending the company and its employees could not have anticipated having to deal with "a madman's mass murder" at the theater.
"It would be patently unfair, and legally unsound, to impose on Cinemark, a private business in the entertainment industry, the duty and burden to have foreseen and prevented the criminal equivalent of a meteor falling from the sky," the motion states.
U.S. District Court Magistrate Judge Michael Hegarty, who is assisting Jackson with the cases, told lawyers for both sides he plans to rule in January on the motion to dismiss.
Cinemark attorney Kevin Taylor said he cannot fully prepare a defense until law enforcement authorities return surveillance video footage from at least 16 cameras that the company had at the theater complex and until he is allowed to see statements police took from hundreds of persons at the crime scene.
A state judge presiding over the murder case against Holmes has denied a request by lawyers for several survivors for a court order requiring prosecutors to turn over sealed evidence in the criminal investigation for review in the civil suits.

Android Juggernaut Slowed by iPhone 5, Returning Apple to Dominance
**Editor's note: Please click here for our list of October's hottest selling smartphones to see the showdown between the iPhone and its closest Android competitors..**
Google's Android operating system, estimated to control more than half of market share in many recent studies, will once again have to take a backseat to Apple and its iconic iPhone, at least for now.
Numbers from consumer researcher Kantar Worldpanel ComTech show that enormous sales of the iPhone 5 ? which went on sale in late September ? were enough to move the Apple mobile operating system (iOS) back into first place in the U.S. Its market share was 48.1 percent, compared to Android's 46.7 percent, in the 12-week period ending Oct. 28?? not bad when you consider that there's only one phone that runs on iOS and dozens, if not more, that use Android.?That leaves only 5 percent for BlackBerry, Windows Phone and others struggling to compete with the two most dominant operating systems in America ? and on the planet.
?The last time we saw iOS overtake Android in the U.S. was when the iPhone 4S was released and Apple managed to retain its lead for three consecutive periods," said Dominic Sunnebo, global consumer insight director at Kantar Worldpanel ComTech. "This time we predict that Apple will beat its previous high of 49.3 percent and achieve its highest ever share of the U.S. smartphone market within the next two periods."
Kantar Worldpanel says Android is still king in Europe, accounting for nearly 74 percent of sales in Germany and almost 82 percent in Spain during the period. Apple, however, is making gains in four of the five major European countries, with a particularly strong performance in Britain, where it holds almost a 33 percent share.
The researcher says the majority (62 percent) of iPhone 5 sales in the U.S. have been to existing owners wanting to upgrade. Apple also has benefited from Android users making the switch (13 percent).

President?s shame over Tiger excess
By Nick Bramhill
Wednesday, November 28, 2012
President Michael D Higgins has told of the lasting shame he feels at the way people acted during the Celtic Tiger era.
He said he is embarrassed over the arrogance of many who made their fortunes during the bubble.
"I think it?s probably fair to say that during the period of the Celtic Tiger, there was a certain amount of boastfulness by some of the Irish about our economy.
"They were inclined to give lectures about how others could be as good as the Irish. I?ve always felt very unhappy about all of that. It?s quite embarrassing really, and that was picked up on abroad," he said.
The father-of-four also told of his heartache over the thousands of young people who have been forced to emigrate and stressed he looks forward to the day when they?ll have jobs to return to.
"People realise now that Ireland is very resilient. We got over the Famine, with its huge out-migration.
"Now our young people are better educated than most of the same age in any European country. But in a way, our highly educated young people are subsidising everyone else?s economy now. Hopefully we?ll not lose contact with those who emigrated in recent years, and in time they will return and be able to apply their intelligence here."
In an interview in Ireland?s Own Christmas Annual, the former arts minister also stressed that arts and culture were now more important than ever.
"If, through no fault of their own, a person loses their job and therefore their spending power, because of the turn of the economy, are you then to say to them that they have lost their right to go to a museum, or an art gallery, or to a play?
"In times of recession and high unemployment, you need expenditure on the arts and culture more than at any other time."
He also reiterated his commitment to making Ireland more inclusive. "I have a very busy time just now. I took a policy decision that I would go to places where the visit of the President made a difference.
"So in this first year I?ve been visiting community groups, Travellers, prisons, psychiatric hospitals, and groups who are recovering from addiction," he said.
"I?ve met thousands of people already."

Euro zone, IMF to seek Greece deal, debt write-off main problem
BRUSSELS (Reuters) - Euro zone finance ministers and the International Monetary Fund will seek to unfreeze the second bailout package for Greece on Monday, but they first need to agree if some of the official loans to Athens might eventually be forgiven to cut Greek debt.
Euro zone ministers and their deputies have held numerous meetings and conference calls over the last two weeks to decide how Greek debt, seen at almost 190 percent of GDP next year, could be cut to a more sustainable 120 percent in 8-10 years.
Without agreement on how to reduce the debt, euro zone ministers and the IMF do not want to resume payments of loan tranches to Athens -- even though Greece has met all the conditions -- because they have no guarantee on whether the need for emergency financing will ever end.
The key question is: Can Greek debt become sustainable without the euro zone writing off some of the loans to Athens?
So far, the options for debt reduction under consideration include reducing interest on already extended bilateral loans to Greece from the current 150 basis points above financing costs.
How much lower is not yet decided -- France and Italy would like to reduce the rate to 30 basis points (bps), while Germany and some other countries insist on a 90 bps margin.
Another option, which could cut Greek debt by almost 17 percent of GDP, is to defer interest payments on loans to Greece from the EFSF, a temporary bailout fund, by 10 years.
The European Central Bank could forego profits on its Greek bond portfolio, bought at a deep discount, cutting the debt pile by a further 4.6 percent by 2020, a document prepared for the ministers' talks last week showed.
Not all euro zone central banks are prepared to forego their profits, however, the German Bundesbank among them.
Greece could also buy back its privately-held bonds on the market at a deep discount, with gains from the operation depending on the scope and price.
But the preparatory document from last week said that the 120 percent target could not be reached in 2020, only two years later, unless the ministers accept losses on their loans to Athens, provide additional financing or force private creditors into selling Greek debt at a discount.
The latest analysis for the ministers showed the debt could come down to 125 percent of GDP in 2020, one euro zone official with insight into the talks said.
FORGIVING OFFICIAL LOANS?
To cut the debt more boldly, the IMF wants the euro zone to forgive Greece some of the official loans, in what is called Official Sector Involvement (OSI) in EU jargon.
This is an idea that several countries, including Germany, the Netherlands, Finland and Slovakia, firmly reject.
On Monday, the biggest battle is likely to be over just that.
"OSI is at the core of the problems with reaching a deal," one euro zone official with insight into the talks said.
German central bank governor Jens Weidmann has suggested that Greece could "earn" a reduction in debt it owes to euro zone governments in a few years if it diligently implements all the agreed reforms. The European Commission backs that view.
German paper Welt am Sonntag said on Sunday that euro zone ministers were considering a write-down of official loans for Greece from 2015, but gave no sources and a euro zone official said such an option was never seriously discussed.
European Central Bank executive board member Joerg Asmussen told the German Bild paper on Sunday that a write-down on Greek debt should not be part of the deal, echoing repeated statements from German Finance Minister Wolfgang Schaeuble who said it would be illegal.
"It will be touch-and-go if we get a deal on Greece on Monday," a senior euro zone official said. "Euro zone countries have made concessions worth a lot of money already, so it is difficult to see how this can move even further."
French Finance Minister Pierre Moscovici said on Sunday evening that euro zone ministers made big progress to reach a common position during at a conference call on Saturday in preparation for their talks with the IMF on Monday.
"I will go with a firm determination, with a mandate from the president and prime minister, to reach a conclusion," Moscovici said. "We are very close to a solution."
Moscovici mentioned the reduction of interest on bilateral loans, foregoing ECB profits on Greek bonds and the debt buy-back as the options that would need to be applied for a deal as well as additional financing for Athens to keep it funded until 2016, rather than only until 2014.
