Goldman exits China's ICBC, seven years and billions later

HONG KONG (Reuters) - Goldman Sachs Group Inc raised $1.1 billion by selling its remaining shares in Industrial and Commercial Bank of China, ending a seven-year old investment and handing the Wall Street firm a return of nearly four times its original stake.

Goldman's relationship with ICBC was similar to that of other big global financial institutions that purchased stakes in Chinese banks and insurers. While the relationship was profitable, involved some cooperation and helped Chinese lenders become some of the world's biggest banks, few products or strategic benefits emerged.

The selldown also comes at a time when Goldman, like other big Western banks, is keen to boost its balance sheet ahead of new capital requirements.

Prior to its 2006 initial public offering, ICBC was a technically insolvent state institution, reeling from the bad loans that had saddled China's financial industry.

ICBC's fortunes turned after it went public, and the bank grew along with China's economic boom. The bank's $240 billion market value is now just shy of the combined worth of J.P. Morgan Chase & Co and Barclays .

Goldman agreed to invest $2.58 billion in ICBC in January 2006, using internal funds that invest a mix of client, employee and corporate cash. With the final selldown, the last of six, gross proceeds from the sales would be $10.1 billion.

Calculating Goldman's own profit on the stake is tricky because not all of the investment came from its own balance sheet, and the cost of acquiring and maintaining the ICBC stake is unknown.

Goldman late on Monday sold 1.585 billion Hong Kong-traded shares of ICBC at HK$5.50 each, equivalent to a 2.5 percent discount to Monday's close of HK$5.64, a person familiar with the matter told Reuters. The deal, which was marketed in a range of HK$5.47-$5.50 per share, totaled HK$8.72 billion.

ICBC shares fell 2 percent to HK$5.53, compared with a 0.6 percent decline in the benchmark Hang Seng index.

CHINA GAME

Bank of America , Citigroup , UBS and Royal Bank of Scotland all bought into Chinese banks shortly after Goldman's deal, as Beijing prepared to float its major financial institutions on the Hong Kong and Shanghai stock exchanges.

Goldman began to sell its ICBC stake in 2009. The New York bank, like other foreign financial groups, was able to reap a hefty windfall from China holdings at the time, when cash was precious post financial crisis.

But unlike other foreign banks that sold out of China quickly, Goldman remained.

Goldman increased its pace of ICBC sales in the last few years, as banks needed to meet tougher capital requirements under the global Basel III accord, with asset sales one of the quickest ways for them to bolster their balance sheets. U.S. regulators are still in the process of finalising how they will implement Basel III, though banks are under pressure from investors to show they can meet the requirements regardless of whether the laws have been finalised or not.

Goldman also has a securities joint venture and a 12 percent stake in Taikang Life Insurance Co.

Other foreign banks still have holdings in Chinese lenders. Among them, HSBC Plc owns a 19.9 percent holding in China's Bank of Communications Co Ltd and Spain's BBVA's has a 15 percent stake in China Citic Bank Corp Ltd .

Goldman's sale on Monday is its third in about a year. The New York-based investment bank raised $2.5 billion from a partial selldown of ICBC in April 2012, most of which was bought by Singapore state investor Temasek Holdings Ltd, and another in January 2013 worth $1 billion.

Since 2006, Goldman has reported $3.5 billion in net revenue related to ICBC in quarterly filings.

Gary Bird said he's "98 percent sure" there are no more survivors or bodies to recover under the rubble in Moore, a community of 56,000 people.

His comments came after emergency crews spent much of the day searching the town's broken remnants for survivors of the twister that flattened homes and demolished an elementary school. The storm killed at least 24 people, including at least nine children. Earlier in the day, the state medical examiner's office cut the estimated death toll by more than half. Early reports had 51 fatalities.

Every damaged home has been searched at least once, Bird said. His goal is to conduct three searches of each location just to be sure. He was hopeful the work could be completed by nightfall, but the efforts were being hampered by heavy rain.

No additional survivors or bodies have been found since Monday night, Bird said.Gov. Mary Fallin vowed to account for every resident.

"We will rebuild, and we will regain our strength," said Fallin, who went on a flyover of the area and described it as "hard to look at."

Amy Elliott, a spokeswoman for the medical examiner, said she believes some victims were counted twice in the early chaos of the storm that struck Monday afternoon. Downed communication lines and problems sharing information with officers exacerbated the problem, she said.

"It was a very eventful night," Elliott said. "I truly expect that they'll find more today."

Authorities initially said as many as 51 people were dead, including 20 children.

New search-and-rescue teams moved in at dawn Tuesday, taking over from the 200 or so emergency responders who had worked all night. A helicopter shined a spotlight from above to aid in the search.

Many houses have "just been taken away. They're just sticks and bricks," the governor said, describing the 17-mile path of destruction.

More than 200 people have been treated at hospitals.

The National Weather Service said the tornado was an EF5 twister, the most powerful type, with winds of at least 200 mph.

The agency upgraded the tornado from an EF4 on the enhanced Fujita scale to an EF5 based on what a damage-assessment team saw on the ground, spokeswoman Keli Pirtle said Tuesday.

The weather service says the tornado's path was 17 miles long and 1.3 miles wide.

Emergency crews were having trouble navigating neighborhoods because the devastation was so complete, and there are no street signs left standing, Fallin added.

Other search-and-rescue teams focused their efforts at Plaza Towers Elementary, where the storm ripped off the roof, knocked down walls and turned the playground into a mass of twisted plastic and metal as students and teachers huddled in hallways and bathrooms.

Seven of the nine dead children were killed at the school, but several students were pulled alive from under a collapsed wall and other heaps of mangled debris. Rescue workers passed the survivors down a human chain of parents and neighborhood volunteers. Parents carried children in their arms to a triage center in the parking lot. Some students looked dazed, others terrified.

Officials were still trying to account for a handful of children not found at the school who may have gone home early with their parents, Bird said Tuesday.

Many parents of missing schoolchildren initially came to St. Andrews United Methodist Church, which had been set up as a meeting site. But only high school students were brought to the church, causing confusion and frustration among parents of students enrolled at Plaza Towers. They were redirected to a Baptist church several miles away.

"It was very emotional ? some people just holding on to each other, crying because they couldn't find a child; some people being angry and expressing it verbally" by shouting at one another, said D.A. Bennett, senior pastor at St. Andrews.

After hearing that the tornado was headed toward another school called Briarwood Elementary, David Wheeler left work and drove 100 mph through blinding rain and gusting wind to find his 8-year-old son, Gabriel. When he got to the school site, "it was like the earth was wiped clean, like the grass was just sheared off," Wheeler said.

Eventually, he found Gabriel, sitting with the teacher who had protected him. His back was cut and bruised and gravel was embedded in his head ? but he was alive. As the tornado approached, students at Briarwood were initially sent to the halls, but a third-grade teacher ? whom Wheeler identified as Julie Simon ? thought it didn't look safe and so ushered the children into a closet, he said.

The teacher shielded Gabriel with her arms and held him down as the tornado collapsed the roof and starting lifting students upward with a pull so strong that it sucked the glasses off their faces, Wheeler said.

"She saved their lives by putting them in a closet and holding their heads down," Wheeler said.

The tornado also grazed a theater and leveled countless homes. Authorities were still trying to determine the full scope of the damage.

Roofs were torn off houses, exposing metal rods left twisted like pretzels. Cars sat in heaps, crumpled and sprayed with caked-on mud. Insulation and siding was smashed up against the sides of any walls that remained standing. Yards were littered with pieces of wood, nails and pieces of electric poles.

President Barack Obama declared a major disaster and ordered federal aid to supplement state and local recovery efforts.

"Among the victims were young children trying to take shelter in the safest place they knew ? their school," he said Tuesday.

The town of Moore "needs to get everything it needs right away," he added.

Obama spoke following a meeting with his disaster-response team, including Homeland Security Secretary Janet Napolitano and top White House officials.

The Storm Prediction Center in Norman, Okla., forecast more stormy weather Tuesday in parts of Texas, Arkansas, Louisiana and Oklahoma, including the Moore area.

Monday's tornado loosely followed the path of a killer twister that slammed the region with 300 mph winds in May 1999. It was the fourth tornado to hit Moore since 1998.

The 1999 storm damaged 600 homes and about 100 businesses. Two or three schools were also hit, but "the kids were out of school, so there were no concerns," recalled City Manager Steve Eddy.

At the time of Monday's storm, the City Council was meeting. Local leaders watched the twister approaching on television before taking shelter in the bathroom.

"We blew our sirens probably five or six times," Eddy said. "We knew it was going to be significant, and there were a lot of curse words flying."

Monday's twister came almost exactly two years after an enormous tornado ripped through the city of Joplin, Mo., killing 158 people and injuring hundreds more.

That May 22, 2011, tornado was the deadliest in the United States since modern tornado record keeping began in 1950, according to the National Oceanic and Atmospheric Administration. Before Joplin, the deadliest modern tornado was June 1953 in Flint, Mich., when 116 people died.

Portland, Ore., voting on water fluoridation

PORTLAND, Ore. (AP) ? Oral health and politics collided Tuesday as Portlanders ? proudly nonconformist and environmentally minded ? decided whether their city remains the largest in the U.S. without public fluoridation.

Voters had weeks to make their choice in the mail-ballot election. But by Tuesday it was too late to rely on the postman, so drop boxes have been placed across the city to accommodate those who waited until the final day to make a decision, as well as people who didn't want to pay for postage.

Supporters and opponents of fluoridation have raised hundreds of thousands of dollars and traded accusations of sign-stealing and shoddy science in an election that has been the city's most contentious of the 21st century.

If voters say no, Portland will remain the largest U.S. city without fluoride in the water or plans to add it to combat tooth decay. Voters in Portland twice rejected fluoridation before approving it in 1978. That plan was overturned two years later, before any fluoride was ever added to the water.

A sampling of voters dropping off ballots in rainy Pioneer Courthouse Square found people opposed to fluoridation.

"People don't like change. When in doubt, say no," said Tracy Rauscher, a native Portlander who, like a native Portlander, did not use an umbrella.

Portland's drinking water already contains naturally occurring fluoride, though not at levels considered to be effective at fighting cavities. Backers of fluoridation say adding more of it to the water is a safe, effective and affordable way to improve the health of low-income children whose parents don't stress proper nutrition and dental hygiene.

Opponents describe fluoride as a chemical that will ruin the city's pristine water supply, and they argue that adding it would violate an individual's right to consent to medication.

Although most Americans drink water treated with fluoride, it has long been a contentious topic. In the 1950s, fluoridation was feared as a Communist plot. Today, people worry that its effect on the body has not been sufficiently examined.

"I don't want chemicals in my water," Sarah Lazzaro said after voting Tuesday. "I know that there are really no known health risks with it, but there's a lot of things we find out later in life really do have health risks."

The issue re-appeared on Portland's radar late last summer, when health organizations that had quietly lobbied the City Council for a year persuaded the panel to unanimously approve fluoridation by March 2014.

Days before the vote, 227 people ? most of them opponents ? signed up to testify at a public hearing that lasted 6 1/2 hours. When their objections weren't heeded, they quickly gathered tens of thousands of signatures to force Tuesday's vote.

?He will review the state of the threats we face, particularly as the Al Qaeda core has weakened but new dangers have emerged,? a White House official told reporters, according to the Washington Post. ?He will discuss the policy and legal framework under which we take action against terrorist threats, including the use of drones. Obama?s speech is scheduled to be delivered at the National Defense University on Thursday. It comes as the administration is under fire for its handling of the terrorist attack on the US diplomatic outpost in Benghazi, Libya, last November, which killed US Ambassador Christopher Stevens and three other Americans, and just a month after the Boston Marathon bombing said by its surviving suspect to have been retribution for US wars in Iraq and Afghanistan.

When he first ran for the presidency in 2008, Obama pledged to close the detention facility at Guant?namo Bay, but congressional opponents have been able to block that ever since.

"It is expensive. It is inefficient. It hurts us in terms of our international standing. It lessens co-operation with our allies on counter-terrorism efforts. It is a recruitment for extremists. It needs to be closed," the president said recently.

Guant?namo Bay ? ?Gitmo,? as it?s called ? in recent months has become even more problematic for Obama and the US image.

?The renewed focus on Guant?namo Bay comes amid a widespread hunger strike among inmates there that has now gone on for more than 100 days,? the Guardian newspaper reported Sunday. ?The protest, and disturbing reports on conditions at the camp and how inmates are being painfully force-fed, has led to calls to close the camp for good.?

Life behind bars is a challenge for prisoners serving time, but they aren't the only ones in maximum security prisons dealing with stress.

Corrections officers (CO) responsible for overseeing prisons work in one of the most stressful and hazardous jobs in the U.S. ? topping the list of occupations with some of the highest nonfatal on-the-job injuries.

One Ohio corrections officer took to the popular Reddit networking site to answer questions in an "Ask-Me-Anything" (AMA) format, offering a very interesting (and somewhat disturbing) look at the life of a prison gatekeeper.

Some answers have been slightly edited for clarity.

On whether he has ever been afraid for his life while on the job:

I once denied access to chow 5 minutes too early and had 70 irate inmates standing in front of me pounding their fists. I called for backup, but at that moment I feared for my life due to their sheer strength in numbers.

I once was clocking out and was told by my supervisor that there was a riot planned in the block I was working that day and they planned to take a CO hostage. Thanks a lot, boss.

On the dangers that officers face outside of work:

My wife and I have a code phrase. If we are out and about and I say "time to find socks", and quickly walk away--that means I've spotted a former inmate that could possibly wish harm on me and my family. The life of my family and my life are threatened every day, followed by "I get out in xxx days." It only takes one to follow up.

He went on to say he's run into former inmates twice, but they ended "without incident." He also noted that "time to find socks" was not the actual code he uses.

Staff bring in phones and in return are paid on the street by inmates' families.

I've heard [smugglers can be paid] $1500 for a smart phone. But I've never fully investigated. I value my career and livelihood of my family [too much] to do something impulsive like that.

On the importance of respect in prison:

The older gang leaders are respected by staff if they give the respect. They don't have to lift a finger on the compound. Their soldiers get them food, clothes, press their clothing, do all their work really. Older inmates that are respectable are called "convicts". A young gang banger is an "inmate".

On how prisoners find out about convicted child molesters and rapists:

When they call their families, they have the family member look up the inmate by name or number on the state offender search Web page where charges are listed. Child molesters normally have a very distinguishing look to them.

He agreed that inmates generally despise rapists and child molesters, saying "they are preyed upon and extorted very much."

On how to survive your first day in the joint:

Mean what you say and say what you mean. If you tell a guy you will get him something, get it for him. If you tell a guy you're gonna slam him if he doesn't go back to his cell, well ... get busy.

On whether he ever feels pity towards any of the inmates:

At final Baccalaureate, Levin urges graduates to lead society | Yale ...

During Saturday afternoon?s Baccalaureate service, the first official event of commencement weekend, University President Richard Levin urged the graduating class to take the ?long view? when considering solutions to some of society?s most pressing challenges.

Levin and Yale College Dean Mary Miller both congratulated the graduating seniors of Morse, Pierson, Timothy Dwight and Saybrook Colleges on their accomplishments, ranging from theater performances to the hockey team?s success. In his address, Levin asked graduates to think about how to strengthen education, invest in infrastructure and reform entitlement programs, such as Social Security.

Levin acknowledged that this must be a task on which both he and the graduates embark, as he concludes his service this year as president after two decades leading the University.

?I feel myself, for the first time in 20 years of Baccalaureate addresses, in true communion with you: You and I are going to need some time to figure out what?s next,? Levin said. ?Speak up and lead this nation and the world to the future you deserve. I will be working alongside you helping in whatever way I can.?

Levin cited the failure of legislators to ?restore even the most moderate restrictions? on firearms following last December?s Newtown shooting as an example of a paralyzed and polarized Congress. Among the various issues that require attention are climate change and investment in scientific innovation, he said, warning that if no action is taken soon, the Class of 2013?s generation and other future generations will be punished for the inaction of his own generation.

?We need fresh voices at the table and you, the best educated citizens of your generation, need to be among them,? Levin said. ?No one is openly advocating taxing your generation to support ours, but this will be the consequence of our current political paralysis, if it persists. You need to rise to the challenge, speak for yourselves and lead your generation to a better life.?

While Levin traditionally prepares a formal address for the ceremony, Miller delivers selected readings. This year?s graduating class is the first that she will see both matriculate and graduate, Miller noted.

Miller read a humorous passage from Yale lecturer Cynthia Zarin?s poem ?From the Book of Knowledge,? which she has featured at previous Baccalaureate services, and also kept with tradition in reciting the closing lines of John Milton?s poem, ?Paradise Lost,? comparing Adam and Eve?s exit from the Garden of Eden to the graduating class? commencement.

?As you may particularly feel on Monday afternoon or Tuesday morning, [Adam and Eve?s] departure seemed to them sudden, unwarranted, abrupt [and] inevitable,? Miller said.

Saturday afternoon?s service was the first of three ? the rest of the class of 2013 will attend two services on Sunday, at 9:30 a.m. and 11:00 a.m.

Middlebrooks' 3-run double keys Boston win

ST. PETERSBURG, Fla. (AP) ? The Boston Red Sox were down to their last strike when Will Middlebrooks made the most of a mistake.

Middlebrooks had a three-run double off closer Fernando Rodney with two outs in the ninth inning that lifted the Red Sox past the Tampa Bay Rays 4-3 on Thursday night.

"He hung me a changeup and normally he buries that pitch, and he left it up," Middlebrooks said.

Middlebrooks lined a shot to left on a 1-2 pitch from Rodney (1-2) with the base loaded, giving the Red Sox the lead. Rodney, who blew just two saves last year, is 7 for 10 in save opportunities this year.

"This game is difficult," Rodney said. "Sometimes when you think you've got it in your hands, it's gone. That's how I'm feeling tonight. Sometimes you lose control for a little bit, and you can find your way back to finish that inning."

After walking Dustin Pedroia and David Ortiz, Rodney struck out Mike Napoli before loading the bases with a walk to Daniel Nava. Stephen Drew struck out, but Middlebrooks then came up with his bases-clearing hit.

"The approach by everybody in the ninth inning ... we took some close pitches," Boston manager John Farrell said. "We load the bases via the walk. Even though we're going up against a guy that's got tremendous stuff, there was no give up, there was not letdown."

Rodney finished with four walks, which is a career high.

Junichi Tazawa (3-2) pitched two scoreless innings for the win. He retired James Loney on a grounder with two on and two outs in the ninth.

The Red Sox had been 0-12 when trailing after eight innings.

"Awesome ... get us some momentum," Middlebrooks said.

Felix Doubront gave up two runs, three hits, six walks and had seven strikeouts over five-plus innings for the Red Sox, who are 6-9 in May. He threw 104 pitches, including 54 strikes.

Doubront pitched once in relief since his last start May 3 as the Red Sox have worked on the left-hander's delivery. His 1-0 pitch in the third to Luke Scott slipped out his hand and ended up in foul territory between home and first.

"I felt a lot better," Doubront said.

Tampa Bay's Alex Cobb allowed one run and three hits over 6 1-3 innings. He struck out six and walked two.

Cobb struck out 13 in 4 2-3 innings last Friday night against San Diego, becoming the first pitcher in major league history to fan that many batters and fail to make it through the fifth inning.

The Rays went up 3-1 in the sixth on RBI singles by Desmond Jennings and Scott.

Before the game, Tampa Bay put AL Cy Young Award winner David Price on the 15-day disabled list with a left triceps strain and recalled left-hander Alex Torres from Triple-A Durham. The Rays are hopeful that Price, who departed in the third inning of Wednesday night's game against Boston, will only miss two or three starts.

Doubront was pulled after walking Loney to start the sixth. Clayton Mortensen entered, got an out before issuing a pair of walks to load the bases. Desmond Jennings then singled to put Tampa Bay up 2-1.

Andrew Miller replaced Mortensen and allowed Scott's run-scoring single that made it 3-1.

Ryan Roberts gave the Rays a 1-0 advantage on his homer in the second.

Cobb retired his first 10 batters, including four on strikeouts, before Shane Victorino doubled down the right field line with one out in the fourth. Victorino scored to tie it at 1 on Ortiz's two-out single.

Victorino left after the eighth with lower back tightness.

"We'll check him tomorrow," Farrell said. "He's a little banged up right now."

Ortiz has 69 RBIs at Tropicana Field, which ranks second behind Manny Ramirez's 72 for the most by a visiting player.

Dollar soars, stocks gain amid talk of Fed QE exit

NEW YORK (Reuters) - Global equity markets rose and the dollar soared against a basket of currencies on Friday, reaching a nearly three-year peak, as speculation mounted over whether the Federal Reserve would soon begin to rein in its asset-buying program.

Wall Street opened higher, with the benchmark S&P 500 rebounding from its worst decline in nearly three weeks, following gains in European shares that were lifted by carmakers cheered on by signs of a revival in domestic sales.

Also lifting stocks was a survey that showed a rebound in U.S. consumer sentiment in early May to the highest level in nearly six years as Americans felt better about their financial and economic prospects, particularly among upper income households.

The dollar's strength was largely attributed to the euro, which fell to a six-week low on market talk that the European Central Bank could introduce negative deposit rates, a move that would make banks pay to park their cash overnight with the ECB.

The dollar index <.dxy>, which measures its value against a basket of six major currencies, rose to 84.312, its highest in nearly three years. It last traded at 84.262, up 0.81 percent on the day.

The euro fell 0.55 percent to $1.2810, while the dollar hit a 4-1/2 year high versus the Japanese yen, up 0.55 percent at 102.80.

"People are positive about the U.S. economic recovery despite recent weak data and today's theme is mostly about the broadly strong dollar," said Charles St-Arnaud, FX strategist at Nomura Securities.

"Meanwhile, data in the euro zone shows they remain in a recession and raised expectations the ECB will take further action is weighing on the euro," he said.

A measure of global equity activity, MSCI's all-country world stock index <.miwd00000pus>, rose 0.05 percent.

The Dow Jones industrial average <.dji> was up 66.70 points, or 0.44 percent, at 15,299.92. The Standard & Poor's 500 Index <.spx> was up 9.98 points, or 0.60 percent, at 1,660.45. The Nasdaq Composite Index <.ixic> was up 19.64 points, or 0.57 percent, at 3,484.89.

European shares <.fteu3> bounced off session lows to rise 0.23 percent to 1,248.30.

Gold fell for a seventh straight session, its longest losing streak in four years, driven by speculation the Fed may soon ease its asset-purchase program to boost the economy.

Spot gold prices fell $16.49 to $1,369.20 an ounce.

Comments on Thursday from John Williams, president of the Federal Reserve Bank of San Francisco, that the Fed could begin easing up on stimulus this summer stirred speculation.

Prices for U.S. Treasuries added to losses after the Thomson Reuters/University of Michigan's preliminary reading on the overall index on consumer sentiment rose to 83.7 in early May from 76.4 last month, topping economists' expectations for 78.

It was the highest level since July 2007.

The benchmark 10-year U.S. Treasury note was down 11/32 in price to yield 1.9175 percent.

In Europe, German Bunds hit one-week highs, with traders citing talk the ECB was checking with some banks on whether they were ready for a potential cut in its deposit rate to below zero.

German Bund futures rose as much as 43 ticks on the day to 145.74, before paring gains to trade 9 ticks higher.

Oil climbed towards $105 a barrel, rebounding from an earlier decline and heading for a small weekly gain, although concern about the strength of demand growth limited the rise.

Brent crude rose 78 cents to $104.56 a barrel. U.S. crude future added 68 cents to $95.84.

Despite suffering some early setbacks due to camera component shortages, HTC is looking to ramp up production of its flagship HTC One handset. HTC North Asia president Jack Tong told Taiwan Focus that production will double in May and rise further in June to meet "strong demand." Speaking at a news conference, Tong added “We are optimistic about our high-end sales during April and June.”

Tong also highlighted the HTC Butterfly (the global version of the Droid DNA sold in Asia) as a strong performer, noting that sales had increased by as much as 50 percent since a price cut made it free on-contract in Japan. The Butterfly, Tong says, should also be getting a software update with Sense 5.0 and new features like BlinkFeed before the end of the month.

A shortage of specialized camera components resulted in shortages of HTC One stock around the phone's European launch, which had the knock-on effect of pushing back the U.S. release slightly. After a pretty dismal few months of financial results, HTC will be hoping that this increased demand for its phones will result in a stronger set of numbers in Q2.

Long before steam engines and turbines carried us swiftly over the oceans, a disabled sailor who could no longer serve on a ship found something to do ashore: aggregate the data from shipping logs.

When Matthew Fontaine Maury?started analyzing those logs and mapping them onto charts, he found previously invisible patterns in the data that showed patterns in weather, winds, and currents. In 1855, he published this knowledge in a book, The Physical Geography of the Sea.

He also made a crucial decision for navigators around the world: After he collected the data, Maury then shipped them to anyone who wanted them, and he asked for contributions in return. Over time, it became a worldwide project. Maury?saw great value in publishing the data ?in such a manner that each may have before him, at a glance, the experience of all.? Notably, President John Quincy Adams agreed. Not long afterward, the United States created standards for reporting meteorological data and endowed the U.S. Naval Observatory.

In many ways, Maury's work and the government's codification and release of these data set the stage for the historic moment we find ourselves in. Around the world, people are still using government weather data when they travel, though few consult nautical charts. Instead, they tap into the growing number of devices and services that make open data more actionable.

For instance, think about how you use the mapping apps on an iPhone or Android device. That glowing blue dot places you in time and space, enabling you to know not only where you are but how to get somewhere else. In more than 450 cities around the world, when you look for mass transit options, the routes and even departure times for the next train or bus show up on that interactive map as well.

That glowing blue dot exists because of a series of executive decisions made by Presidents Ronald Reagan and Bill Clinton, who decided to progressively open up the data created by the satellites in the Global Positioning System to civilian use, enabling a huge number of location-based technologies to make their way into the palms of citizens around the world.

Now, we may see even more life-changing technologies as a result of open government data. Last week, the White House released an executive order that makes ?open and machine readable? the new default for the release of government information. Although people who care about open data were generally quite excited, the news barely made an impression on the general public. But it should: This is perhaps the biggest step forward to date in making government data?that information your tax dollars pay for?accessible for citizens, entrepreneurs, politicians, and others.

President Barack Obama announced the order on a trip to Austin, Texas, where he met the founder of StormPulse, a startup that uses weather data for risk analysis. The White House also published a memorandum that established a framework to institutionalize the treatment of government information as an asset. "This kind of innovation and ingenuity has the potential to transform the way we do almost everything," said Obama.

This isn't the first time the nation has heard this kind of rhetoric or initiative, although it was by far the most prominent mention by the president to date. In 2009, the federal government launched Data.gov as a platform for open data for civic services and economic reuse. In the years since, dozens of other national and state governments have launched their own open data platforms. From health information to consumer finance, government data are slowly making their way out of file cabinets and mainframes into forms through which they can be put to good use. Many of these data are of fundamental interest to citizens, from the quality of the food we eat to the efficiency of our appliances to the safety of the cars we drive. During Hurricane Sandy, open government data feeds became critical infrastructure, feeding into crisis centers and media maps that amplify them to millions of citizens searching for accurate, actionable information.

While all those efforts laid a foundation, the new executive order is at once more legally binding and specific. It sends a clear statement from the top that open and machine-readable should be the default for government information. The White House has also, critically, taken steps to operationalize these open data principles by:

FWD.us Backers Face Progressive Pressure To Drop Support For Mark Zuckerberg Group

WASHINGTON -- Progressive groups are turning up the heat on Mark Zuckerberg's immigration group FWD.us, calling on its backers to pull out in order to protest the organization's political strategy. The push comes after entrepreneurs Elon Musk and David Sacks recently withdrew their support.

Zuckerberg launched FWD.us to press for comprehensive immigration reform. But the group has been heavily criticized by some immigration reform supporters in recent weeks for its television ad campaign praising lawmakers for backing projects like the Keystone XL pipeline and drilling in the Arctic National Wildlife Refuge.

FWD.us has argued that the ads were meant to give home district support to lawmakers backing immigration reform. The ads were up for one week but are no longer on air.

Both CREDO and former Sen. Russ Feingold's (D-Wis.) Progressives United are running campaigns calling on the group's supporters to resign from the organization. They told The Huffington Post that combined, they have had about 63,000 people sign their petitions against FWD.us.

The Huffington Post reached out to the 33 non-Facebook supporters of FWD.us for comment. Spokespeople for 13 of them -- Aditya Agarwal (Dropbox), Drew Houston (Dropbox), Ruchi Sanghvi (Dropbox), Jim Breyer (Accel Partners), Matt Cohler (Benchmark), Bill Gates (Bill and Melinda Gates Foundation), Steve Ballmer (Microsoft), Brad Smith (Microsoft), Josh James (Domo), Mark Pincus (Zynga), Keith Rabois (Khosla Ventures), Padmasree Warrior (Cisco), Fred Wilson (Union Square Ventures) -- refused to comment. Only the office of Marissa Mayer at Yahoo reaffirmed her support for the group. The rest did not respond.

CREDO has delivered its petition to Mayer, Zuckerberg, John Doerr (Kleiner Perkins Caufield and Byers) and Reid Hoffman (LinkedIn). (Here is the letter to Mayer that accompanied the petition.)

"If Marissa Mayer runs Yahoo like she runs her political giving, Yahoo is going to be in trouble," said CREDO Political Director Becky Bond. "It's hard to imagine where she finds the time to dabble in pro-Keystone XL propaganda and dark money politics given she's tasked with the turnaround of her company. I think that for her shareholders, her board, and for the millions of Yahoo users who want to see real action on climate, that her continuing involvement in FWD.us is of grave concern."

When Musk, the founder of the electric carmaker Tesla Motors, pulled his support last week, he told AllThingsD that he was unhappy with the pro-oil ads run by FWD.us.

?I agreed to support Fwd.us because there is a genuine need to reform immigration," Musk said. "However, this should not be done at the expense of other important causes. I have spent a lot of time fighting far larger lobbying organizations in D.C. and believe that the right way to win on a cause is to argue the merits of that cause. This statement may surprise some people, but my experience is that most (not all) politicians and their staffs want to do the right thing and eventually do.?

Progressives United spokesman Josh Orton asked for others to follow the lead.

"Instead of telling the story of how reform would benefit the tech industry, fwd.us has used a cynical, condescending strategy that throws progressive issues under the bus and hides itself behind shadow groups," Orton said. "It's clear that other backers share these concerns and should follow Musk by leaving the group until it changes course."

In response, FWD.us spokeswoman Kate Hansen said FWD.us remains committed to pushing for comprehensive immigration reform.

"We recognize that not everyone will always agree with or be pleased by our strategy -- and we're grateful for the continued support of our dedicated founders and major contributors," she said.

Last week, some progressive groups announced they were temporarily pulling their ads from Facebook to protest the FWD.us ad campaign.
